So we, we had a tax system prior to JCTs where as a US-based taxpayer, if you were earning money offshore, as long as you left your money offshore, you did not pay us taxes. So it almost forced large US companies to bring to leave their money offshore. Apple was one of the largest holders of offshore capital.
